MALCOLM SIMMONS

LLB

Malcolm studied law at the University of Wales, Cardiff.  He qualified as a Solicitor of the Senior Courts of England & Wales in 1992. He worked for three leading law firms in the City of London.  He was a Deputy Coroner for the Eastern District of Greater London from 1997 to 2001.

Malcolm was an employee of the UK Foreign & Commonwealth Office and served as an international criminal judge from 2004 to 2017 hearing serious organised crime cases.  From 2004 to 2008 he served as an International Judge of the EU Rule of Law Mission in Kosovo. He presided in war crime and serious organised crime cases.

From 2014-2017 Malcolm was President of EU’s Rule of Law of Mission (EULEX)  Judges. Malcolm is one of very few international judges serving in EULEX who had experience in presiding over serious organised crime with even fewer judges having his war crime knowledge and experience.

In 2016 Malcolm was interviewed by a panel of senior judges from the International Court of Justice at the Hague and selected as a judge of the Kosovo Specialist Chambers.

He is highly experienced dealing with complex, serious crime and has experience of cross-border investigations, extradition and mutual legal assistance. He has presided in many complex, high-profile criminal cases. Malcolm works at the cutting edge of the broad spectrum of serious crime and white-collar fraud defence.  Malcolm also has experience of complex civil litigation.  He has served as an appeals court judge dealing with both civil and criminal cases.
